Five contractors bid to pave Westford–Milton Road; RFP engineering language prompted clarification

The Selectboard reviewed five bids for paving Westford–Milton Road and discussed an ambiguity in the request for proposals about whether bidders needed to provide engineering services.
Town records show the five companies that submitted bids were ECI, Hungerford Milton, J.A. McDonald, Pike Industries and F.W. Whitcomb. Board members said staff had spoken with several bidders to clarify whether engineering was required as part of the bid. Chair Casey Mathieu and Town Administrator Tommy O’Connor noted the town had attempted to clarify the RFP language to ensure comparable proposals.
O’Connor, who said it was his first time administrating a bid process for the town, thanked bidders for their patience while staff sorted out the RFP ambiguity. The board did not take a final award decision at the Jan. 22 meeting; members later directed the Town Administrator to draft a general rubric and consider a blind bid option to improve future procurement transparency after executive session.
