City announces staff hires, Eagan Avenue and substation timelines, and a public outreach meeting on the budget

Jamieson opened the city updates announcing two personnel changes: the hire of Marcus Putoff as the new water and wastewater operator and the promotion of Andrew Williams to senior patrol officer. He thanked staff assisting with the agenda presentations.

Ryan provided a multi‑point update on the Eagan Avenue project, reporting underground utilities complete in multiple segments, boulevard grading and irrigation underway, targeted completion of utility installations near the 9th Street intersection by July 23 and an intersection reopening target of July 24, and paving work scheduled prior to the start of school. Mike summarized substation updates: control building waterproofing and interior work, transformer field services scheduled after delivery (expected July 30), testing in the first week of August, and a second planned outage starting Aug. 17 to complete final transmission connections; staff said those outages are staged to avoid customer impacts by routing load through other substations where possible. Jamieson also noted an upcoming City Circle event on the city budget scheduled for Wednesday, July 29, 5:30–6:30 p.m. at the Madison Public Library.
