Library boiler replacement bid comes in higher than earlier estimate; council presses for paperwork and timing

The Department of Public Works presented bids to replace the boiler at the Robert and Janet Bennett Civic Center Library. Doug Moore said Guardian Environmental was the low bidder at $152,596, roughly $37,929 more than the extension pricing taken from a Sandburg Library bid earlier in the year.
Councilmembers questioned a possibly unsigned or improperly executed bid bond that could invalidate the bid under normal procurement rules and asked whether re‑bidding is appropriate. Miss Tashnick and other members said they were reluctant to re‑open bidding because the low bidder remains substantially below other proposals and shelving the project risks higher future costs.
Public commenters urged caution on cost and alternatives. Steve King told council to consider modern heating alternatives and grants; library patron Barbara Glover said she wants the boiler replaced to avoid winter closures. Miss Budzinski urged staff to resolve the paperwork quickly and recommended approval on the regular agenda so the project can proceed.
Council placed the project on the Aug. 17 regular agenda for final action after staff clarifies bid bond execution and any procurement irregularities.
