Developers presented a plan to replace an aging VFW building and adjacent parcels on 7 Mile Road with a Culver's restaurant and a 4,675‑square‑foot multi‑tenant retail building.
Planner Tormina described the three‑parcel site and the proposed layout: a roughly 4,400 sq ft Culver’s with 86 interior seats, a double drive‑through and a bypass lane, and a retail pad positioned west of the restaurant. Planning commission recommended approval, requesting additional sidewalks between 7 Mile Road and the Culver’s and land‑banking about half the frontage parking so landscaping can be expanded if needed.
Brent Bridgewater, who owns and operates a Culver's in Commerce Township, said he is “happy and excited to be a part of the Livonia community” and that the company works with corporate reviewers on parking and design. PA Group representative Leslie Accardo said the petitioner provided updated ADA access plans to staff and was willing to add more landscaping along the southern wall.
Councilmembers welcomed the project but emphasized pedestrian access and bicycle parking. Miss Tashnick said she appreciates the upgraded facade and asked the petitioner to work with staff to ensure safer pedestrian connections between 7 Mile Road and the site; the petitioner said an updated plan showing pedestrian access had been submitted to the planning department.
