City civil‑service staff and the finance director told the council they want to establish a consolidated classification, the capital planning and budget manager, to centralize budgeting for capital projects and better align funding with city priorities.
Janine Libel, representing civil service, said the proposed classification would add capital planning responsibilities to existing budget work and help ensure funds are appropriated and tracked across years. “This person … can take the capital planning portion of it, make sure that we are appropriately setting aside those funds and keeping the budget in line with the city's goals,” Libel said.
Finance Director Benjamin Greer told council that the budget manager is positioned to handle capital planning tasks because that role sees detailed, department‑level budget inputs. Libel and Greer said the change consolidates two existing responsibilities rather than adding a new headcount; staff described it as an efficiency and said the other managerial vacancy would not be filled.
Some councilmembers asked for greater clarity about an internal administration committee referenced in a mayoral letter, and residents urged further study. Denise Micah asked that the council table the change or send it to a committee of the whole so the administration can confirm coordination of participants and the committee’s timeline. Public commenter Steve King criticized the pattern of creating management roles rather than enforcing accountability.
Council directed the item to the regular Aug. 17 agenda so members can review the mayor’s letter and receive any requested follow‑up from the administration.
