Legal counsel presented a draft ordinance to add chapter 15.05 to the Mabton Municipal Code by adopting the International Building Code, International Residential Code, International Property Maintenance Code and International Fire Code by reference.
Counsel said the ordinance is intended to give the city enforcement mechanisms that are currently absent for unsafe and abandoned structures. He told the council staff and mayor have identified four properties of concern—one largely collapsed and others abandoned or potentially dangerous—and said adopting the codes would allow the city to issue notices of violation, declare public nuisances and, in cases of immediate danger, pursue summary abatement or other emergency actions.
Counsel emphasized that the city should attempt to secure owner compliance first and use summary abatement only when owners are unwilling or unable to address immediate dangers. The proposal was presented for council questions and further consideration; no formal adoption was recorded in the study-session transcript.
