City staff reports $91,000 WCIA refund, says 2023 finances still unsettled

"We received the $91,000 refund, and a couple of other refunds, came through from WCIA," a city staff member said, adding that they had to follow up with Employment Security and that 2023 remains "a complete mess" while 2025 should look cleaner. The council acknowledged the report; no specific budget reallocations were approved during the meeting.
