Jayla (District 4) criticized the placement of a drive-through Starbucks at the Sherwood Gardens Shopping Center near Mandarin Garden, saying the location increases congestion, takes parking spaces and may be unnecessary given the number of existing Starbucks in Salinas. "I personally do not think the placement was a very good choice," she said, noting that a drive-through configuration can cause cars to take up more space.
She asked the city to be more mindful of building placement in future development decisions. The remark was made during the youth public comment period and no formal land-use application or city response was presented in the mock session.
