Ballston comptroller reports highest-ever June sales tax; Board weighs one-time investments

Town Comptroller David Urkevich told the Town Board on July 14 that June sales tax receipts were the highest June on record, at "nearly $442,000," up about 8% from June 2025 and 19% above the five-year average. He said 2026 budgets are set 5% below 2025 actuals and that if current trends continue the Town could realize a general operating surplus that would allow one-time capital work without creating recurring obligations.
Urkevich cited last year’s early repayment of Highway Garage Expansion debt of $2.8 million, which freed roughly $200,000 a year in operating costs. He cautioned that the Town’s fiscal risk score with the New York State Office of the State Comptroller could rise if sales tax conditions deteriorate. He also reported EPIC Fund NY interest/dividends of about $46,000 for June and said 2027 budget estimates are in development. The comptroller said a full Town Hall HVAC replacement could cost about $1 million when engineering and bidding are included, and suggested less-costly heat/AC split systems as an alternative while additional research and NYSERDA consultation continue.
