Council approves PILOT extension for Ziegler Place senior housing; developer cites mid-August financing close

Council voted to approve an ordinance amendment to the senior citizens housing tax exemption and separately approved a pilot resolution extending a payment-in-lieu-of-taxes (PILOT) agreement for Ziegler Place, a senior housing property undergoing renovation. "We are planning to close on the financing of the project in mid August," said attorney Steve Ritma, who appeared on behalf of the developer, and asked that the pilot resolution be considered along with the ordinance amendment.
City staff noted that the ordinance amendment and the PILOT are companion actions and that the resolution had been discussed at prior study sessions; the council approved the ordinance amendment and then the PILOT resolution in separate roll calls, each passing 6-0. Leaders said the PILOT is intended to support reinvestment in an existing senior housing development.
