Wallsburg adopts Stormwater Master Plan, seeks state CDBG contracting

The Wallsburg Town Council voted July 9 to accept a Stormwater Master Plan recommended by CivCo engineering and to submit the plan to the State CDBG office for final approval and contracting. The vote was unanimous after a presentation by Greg Buxton of CivCo.
Buxton said the plan is designed around protections sized for a 100‑year storm and that the 2024 flooding event was estimated as a 25‑year storm. He presented three cost options: no action ($0); a recommended phased package at $176,845 for larger catch basins, culverts and improved gutters (engineering not included); and a full piping alternative estimated at $1,324,400. Buxton noted that Wallsburg has been awarded $176,560 toward the recommended phase. "The plan focuses on targeted improvements—100 North, Main Street and 200 South—to route water into Spring Creek and reduce repeated failures," Buxton said.
The motion to accept the plan was made by Rohn Hortin and recorded as seconded by Mary Piscitelli (Peter Nielsen was also noted as a seconder); the council approved the plan unanimously. With adoption, town staff will submit the plan to the State CDBG department for contracting. Troy Ostler (CivCo) said that, if the state contract is received, the town will advertise for construction, seek bids in the fall and anticipates a 4–6 week construction window in the following spring. He cautioned that final timing and scope will depend on state contracting outcomes and whether CDBG/TAP opens additional sidewalk/trail funding.
