Engineers recommend sampling before buying reservoir mixers; pilot treatment study planned

Engineers told council they have scheduled Reservoir 2 sampling to collect chlorine and temperature profiles and that staff will stop changing chlorine doses in advance of the test so the team can capture steady-state stratification data.
"If there's no stratification, there's likely not a huge benefit to adding mixers," the consultant told the council. He said mixers can help even out chlorine highs and lows when operational upsets occur, but added that mixers are not a guaranteed fix for the color and operational problems the city has experienced.
Separately, staff described a pilot trailer-mounted treatment study: a vendor would deliver a trailer with multiple candidate treatment media, run city water through the trailer and report which media achieved desired removal and the design parameters for a small-scale treatment system. The pilot is expected to run in fall or winter with results available by spring, and funding options include USDA RD, CDBG and DWSRF; the consultant cautioned that 100% grant funding is rare and cities should plan for partial loans.
