Council hears high‑level SoJo Marketplace PID update; staff says state guidance reduces one classification risk

"The state owner says if you follow the state law exactly ... she won't require it to be a component unit, and therefore, it shouldn't be a problem," the council member said, noting that other auditors might interpret the matter differently and that municipalities have been updating governing documents in response to recent guidance. Staff recommended the city continue to follow the statute closely and be prepared to adjust governing documents if auditors raise issues.
Council members asked follow‑up questions about potential re‑adoption of governing documents and whether earlier PID language should be revised to match the new statutory language. Staff said they will continue monitoring auditor guidance and bring specific recommended changes to council if needed.
