Nancy said the dual role strengthens many grant applications, and noted that certain programs reward energy-efficiency and preparedness elements such as window upgrades and generators.
"This is your town hall ... and it's gonna be your preparedness place if you ever have an emergency," Nancy said, urging councilors to include generators and accessibility upgrades in the scope. Council members agreed accessibility and generator capacity are priorities for the project and discussed EPA and emergency-preparedness grant lines as complementary funding options.
