Commission backs annexation and IL rezoning near Nampa airport, staff requires frontage and side path

The commission recommended approval of an annexation to add a seven-acre parcel at 73 North Happy Valley Road into Nampa city limits and a zoning map amendment to rezone a portion of 91 North Happy Valley Road to light industrial (IL). Alex Jones of JUB Engineers said the request conforms to the comprehensive plan and the airport master plan and described the request as straightforward.
Principal planner Christie Watkins told commissioners that the rezoned property contains a fire station and that surrounding land is largely industrial. Watkins said pressurized irrigation is not available to the parcel, that annexation must include dedication of 50 feet from the section line for Happy Valley Road and installation of a 10-foot side path, and that a traffic impact study may be required at the time of development depending on proposed uses.
Commissioner Kirkman moved and Commissioner Morgan seconded the recommendation to approve; the clerk's roll call recorded Garner, Miller, Turner, Kehoe, Morgan, Kirkman and Feene voting yes, with Commissioners Daffer and Copeland absent. The commission instructed staff conditions remain as written and the recommendation will go to city council for final action.
