Planner recommends Mabton adopt Yakima County critical-areas rules by reference

Byron, a Council of Governments (COG) staff member leading Mabton’s periodic comprehensive-plan update, recommended the city adopt Yakima County’s critical areas ordinance by reference to streamline administration. "My recommendation is going to be to adopt the counties by reference because it's simpler and is less work for the city," he told the planning commission.
Byron said adopting the county CAO would let the county manage technical updates—such as changes to wetland or stream-buffer science—while Mabton would retain responsibility for on-the-ground site reviews within city limits through an interlocal agreement. He described a likely ILA that would assign initial investigation of potential wetlands inside city limits to city staff and leave county technical updates to Yakima County.
The planning commission did not take a formal vote at the study session; Byron said he would present draft language to the commission and that the final decision rests with the city council. He also noted that adopting the county CAO would remove the need for Mabton to regularly rewrite technical definitions and permit rules when state agencies (for example, Department of Fish and Wildlife and Department of Ecology) update best available science.
