A central point of contention was the applicant's founding-family concept, which applicants described as parents and family members who commit to volunteer and support the school and—if they sign an explicit founding-family contract—would be eligible for guaranteed placement up to limits authorized by law.
Applicant representatives told the board they had 124 interest cards and 56 prospective founding families representing 57 students as of June. "As of June 1, we had 124 interest cards...There were 56 people who wanted to be founding families...57 students that the 56 founding families represented," one applicant representative said. Board members pressed how many seats would be reserved; applicants cited a statutory maximum of 35% of available space subject to the chartering authority's approval and said they had no intention of taking the full cap.
Board members and staff raised equity concerns: a narrow application window combined with reserved seats and the absence of transportation could favor families with more time or resources to volunteer and could disadvantage low-income families or households without available adult volunteers. CCPS staff said they could not find a copy of the founding-family contract in the application packet and requested the board see that contract language and monitoring procedures. Applicants said the contract had not been included in the prospectus but that founding-family expectations (volunteer time, supports, non-monetary contributions) were explained in information sessions and would be monitored once signed.
The board asked for a written founding-family policy and the applicant's proposed contract language as part of the follow-up materials the district will evaluate.
