He said the city and attorneys revised documents to address the state auditor's concern about component‑unit treatment and that those revisions, if followed, should prevent the municipality from being treated as a component unit.
After a brief additional public‑meeting opportunity, the council voted 3–2 to approve Resolution R2026‑13. The roll call recorded Council member Zander and Council member Shelton voting "Yes," Council member Harris "No," Council member Johnson "Yes," and Council member Maguire "No." Staff said the revision process followed current state law and the city's attorneys had advised changes were needed to comply with the new requirements.
