Resident reports submerged septic after slough failed to drain; council seeks culvert ownership

Cheryl Wicks told the council that the slough behind her home is not draining after recent flooding and that her septic and drain field remain completely submerged. She said she believes the culvert at the river is not draining properly and asked the council for help identifying responsibility.
Property owner Ken Goodpaster said the culvert is on his property and reported that one section may have collapsed but that he could not confirm because the culvert is still underwater. Council member Lacy Judd said she has been in contact with the county to determine jurisdiction and located a Skagit Fisheries report that states the Dike District is the owner; she said she will continue coordination with the county and provide an update at the next meeting.
