The county executive issued an RFP for the design, construction, and operation of an advanced waste‑processing (AWP) system intended to extract recyclables and organics from municipal solid waste. Staff told the council vendor responses are due in September and that the Arcadis consultant found AWP (MRBT) could significantly reduce carbon footprints by extracting materials that otherwise would be disposed.
DEP Director Jennifer Macedonia told the council the county has reasonable AWP cost estimates based on comparable facilities but that vendor bids will provide finer detail. "Responses to that RFP are due in September," staff said, and council members were warned that procurement confidentiality may limit how much of the vendor bid details can be shared publicly. Members asked specifically whether AWP would be sited at the transfer station and how AWP would affect curbside organics collection; staff said siting, timelines, and integration with curbside programs are among the questions the fall analysis will address.
