Board members discussed practical and budgetary impacts; the chair stressed the need to codify existing practice and to start the new policy on July 1 at the beginning of the fiscal year. Members agreed to produce a clean PDF without redlines and to bring a final copy for signatures at the next meeting. The board did not enact a retroactive payout policy; rather, they agreed to honor operating practice up to a reasonable transition date and to address existing comp balances before shifting practice.
Next steps: staff will prepare a final formatted copy and present it for signatures; implementation is planned for July 1. The board instructed staff to estimate any budget impact of the payout-versus-banking decision before final adoption.
