Turning Point to implement FSP changes; agency says it serves about 80–90 high-need clients

During the integrated-plan discussion, Vong Chang described operational changes Turning Point will implement after July 1 as part of Full-Service Partnership (FSP) requirements under BHSA. She said Turning Point will adopt assertive community treatment with an intensive care-management step-down and that FSP teams will be required to employ substance-use-disorder (SUD) counselors because SUD services will be mandated within FSP.
Vong told the committee Turning Point currently serves about "eighty to ninety" clients who are chronically homeless or cycle through incarceration and hospitalization; she estimated roughly 200 county residents fit the high-need profile discussed. Staff noted that housing changes (including transitional rent with Alliance) and new MOUs will affect how Turning Point delivers services and that negotiation on terms will continue in February.
