Harvey County approves up to $47,250 contract with SCS Engineers for landfill monitoring and support

The Harvey County Board of Commissioners on Feb. 17 authorized a professional services agreement with SCS Engineers for solid-waste and landfill support services at a cost of up to $47,250.

Justin Bland, the county’s Solid Waste Director, told commissioners the proposal covers semi‑annual groundwater sampling and reporting, annual permit renewal support, quarterly landfill gas boundary monitoring, an aerial survey and volume calculations, and on‑call and surveying support. Bland said the line items are “estimated maximums” and added that actual annual costs are typically lower: “The estimated recurring costs are maximum amounts; normally the actual costs incurred are considerably less,” he said.

Attachment materials in the packet break the $47,250 cap into task estimates: $12,000 for semi‑annual groundwater sampling, $5,500 for permit renewals, $5,000 for landfill gas boundary monitoring, $4,750 for volume calculations, and $10,000 each estimated for on‑call professional services and general surveying support. Bland said the work is required or recommended for regulatory compliance and effective landfill management; the Solid Waste Fund will cover the expense.

Commissioners voted unanimously to approve the proposal and to authorize the Solid Waste Director to sign the work order. The agreement’s monitoring and survey deliverables include reports to the Kansas Department of Health and Environment as required.
