Peyton Holland accepted a nomination from the floor and was elected by voice vote. Outside counsel TC Morphis, who had opened the meeting, handed chair duties to Holland after the vote. On the vice‑chair nomination the board affirmed the nominee by voice vote as well.

TC Morphis then reviewed the board’s duties in quasi‑judicial matters, emphasizing that “decisions of this board have to be based on competent, substantial, material evidence in the record” and that abstentions are treated as affirmative votes under North Carolina rules.
