"Essentially, it keeps it to where it can't be used for discrimination against any of the always listed groups," the staff member said while summarizing the draft. Councilors asked whether language that also said donations should not "promote" a single group could unintentionally block inclusive community events; staff replied that an application form and eligibility checklist would clarify that community-wide programs (for example, a citywide picnic) are eligible while one-off assistance to a single household would not. The council recorded a voice vote in favor and declared the resolution passed.
