County staff recommend $5,000 access agreement to remove beaver dams blocking Sandy Road/411 project

Phillips said the county needs a right‑of‑access to perform dewatering and remove beaver dams so a water company can move a water line for planned turn lanes and other road work.
Phillips described an agreement with the landowner (referred to in the session as Mr. Baker) that would grant the county access for five years in exchange for a $5,000 payment. “We need the the sum of $5,000, to be paid to mister Baker,” Phillips said. Commissioners discussed that sometimes access is obtained without payment, but in this case the landowner is asking compensation and approving the payment would clear a key obstacle to moving the sewer and water work forward. Phillips framed the Sandy Road/411 project as “very beneficial to the county.”
Next steps: staff said the access agreement will be placed on the Tuesday commission agenda for formal consideration and any corresponding budgetary action.
