Council hears 2026 budget, water fund to need interfund loan; councilmember signals possible rate increase

The Beaux Arts Village Town Council held the second statutory public hearing on the 2026 preliminary budget, opening at 7:28 p.m. and closing at 7:49 p.m. with no public comments. Clerk/Treasurer Sue Ann Spens told the Council the latest draft reflects council-requested adjustments and new information received since the prior meeting.
Water Department Supervisor Bob Durr reported that the Water Department will need another Interfund Loan (IFL) from the General Fund to cover a planned water-line replacement. Councilmember James McCarthy said maintenance needs have increased and "will probably need to increase rates to generate the additional revenue needed to pay a second IFL" and said he will present a rate proposal next month. Mayor Aletha Howes suggested the department consider a policy of automatic rate increases tied to inflation. Spens said she will update budget worksheets and circulate a final draft by the end of the week ahead of the December adoption vote.
