Council hears Heart & Soul two-year plan; focus areas include housing, events and business support

City staff presented the Heart & Soul final action plan and summarized a two-year engagement process that began in October 2024. The plan distilled community input into five focus areas: community connections, community events, economic vitality, governance and policy, and infrastructure and livability. The city emphasized that the plan intentionally sought broad participation across ages and demographics.
The presentation highlighted next steps and early action items: improving community communications (including greater use of Visit Pullman), promoting and coordinating events, revising a business toolkit to reduce downtown turnover, and aligning Heart & Soul housing items to the city’s existing housing work group. The plan’s authors invited residents to monthly implementation meetings, with the next session scheduled for Sept. 3 in the library Heck Room. Council members praised the outreach and noted alignment with recently adopted council goals.
