Vernonia finance staff flags forecasting error; public works standards update put on hold

City finance staff told council a forecasting formula omitted additional items in the contract services line, producing an overly optimistic cash carry-forward projection for the general fund. Staff said the budget committee missed the error in earlier review and that the city will hold a planned public works standards update to avoid midyear cuts.
"The only big potential issue is general fund where we have the formula error and the forecast," the finance officer said, noting the forecast did not capture several contract-service expenses. Staff proposed pausing the public works standards update (a previously budgeted project) and monitoring revenues through mid-November when property tax receipts are expected to post.
Council members asked whether the city was at risk of going into deficit; staff said property tax receipts arriving mid-November should reduce the temporary negative line and that staff will not start large projects until funds are confirmed. The council directed staff to continue monitoring and to report back if the pause needs to become an actual cancellation.
Next steps: staff will hold the public works standards update in abeyance pending the mid-November revenue posting and will present updated forecasts at a future meeting.
