Vernonia council tables decision on Mead property donation pending site inspections

City staff reported that a longtime resident, Mr. Mead, has offered to convey a parcel on Knox Street to the city. The staff presentation described most of the lot as wetlands and noted new flood requirements that limit development; staff said the city could hold the property for future use, plant trees, treat it as flood-mitigation land or sell it when market conditions improve.

"So, basically, Mr. Mead contacted the city and would just like to give us the property," a staff member told council, outlining options that included holding the land in the city's inventory or selling it later. Council members pressed staff about whether the lot lies in the floodplain (staff: floodplain, not floodway), outstanding taxes (staff said Mr. Mead will pay owed taxes if the city accepts conveyance) and the likely cost of access or driveway construction for any potential lots.

Several councilors favored a site visit before taking action. One councilor asked whether ownership and a formal appraisal would be required to market it; staff said selecting a realtor and setting a minimum price would follow appraisal and, if needed, an executive session to choose an agent. After discussion, Councilor Dale moved to table consideration to the Nov. 17 meeting to allow councilors to inspect the parcel. The motion carried 4–1.

Next steps: staff will notify Mr. Mead, arrange inspections for interested council members before Nov. 17 and return with any additional information requested (tax documentation, a site map with wetland delineation and preliminary appraisal guidance).
