No oral testimony at ADEM hearing; record left open for written comment through Oct. 7, 2025

The designated hearing officer for the Alabama Department of Environmental Management opened and conducted the rulemaking hearing and invited public oral testimony. The officer stated that notice of the hearing was published in local newspapers and on ADEM's website and that copies of the proposed rules are available at ADEM field offices in Birmingham, Mobile and Decatur. "All verbal and written comments received today and during the public notice period will become part of the public hearing record," the hearing officer said.
The officer added that the department sent notice on 08/20/2025 to 3,446 individuals and organizations on its advance-notice list and that certifications of publication will be entered in the record as exhibits C1–C4, with the mailing list entered as exhibit C5. He told attendees that written comments must be submitted before 5:00 p.m. on Tuesday, Oct. 7, 2025, at ADEM offices in Montgomery. After consideration of comments, ADEM will prepare a response to relevant comments and forward the final draft and hearing record to the Environmental Management Commission. The officer then adjourned the hearing; no oral testimony was recorded.
