Warrenton approves five-year water MOU with Gearhart as city seeks stability

Warrenton’s City Commission voted to approve a five-year memorandum of understanding renewing wholesale water service to the City of Gearhart, continuing an intergovernmental arrangement officials said is reviewed periodically.
City Manager (unnamed) told the commission the MOU is typically refreshed every four or five years to allow updates. Chad Sweet, Gearhart city manager, said Gearhart has applied for additional water rights from the state so the city can reduce its reliance on Warrenton’s supplies and handle future housing growth. “We, really appreciate, the working relationship between Warrenton, and you have been providing us with fantastic water, for years,” Sweet said. He added that Gearhart submitted evidence to the state and is waiting for the agency’s file review, which he said began about 11 months ago.
Commissioners asked whether the MOU should be open-ended; city staff said the five-year term is intended as a periodic reminder to review terms and operational details. A motion to approve the five-year MOU passed by voice vote. No additional conditions or specific financial terms were presented during the discussion.
