Consulting attorney Brandon Lalon explained why CVAP matters under the California Voting Rights Act and why the district moved toward by‑trustee‑area elections as a protective measure. Lalon said the district’s total population of over 16,000 means each trustee area would be roughly 3,200 people and reminded trustees that the law allows up to a 10% population variance between the largest and smallest trustee areas. He urged trustees to consider both CVAP and community‑of‑interest contours when choosing a final plan.
