Robin Sik, Lincoln County Jail Administrator, presented a Joint Powers Agreement with the State of Minnesota to allow PSAP (Public Safety Answering Point) reimbursements tied to a mandatory 911 network circuit upgrade; Sik said the agreement imposes no cost on the county. The Board approved the JPA by motion of Commissioner Dean Nielsen, seconded by Mic VanDeVere.
Sik also requested approval to hire Kathryn Garner as a part‑time dispatcher. The minutes record that Garner "did well in her interview and has passed the preliminary background check." The Board approved the hire by motion (VanDeVere/Nielsen).
