Draft ordinance limits reader-board area and tightens enforcement standards

Planning staff proposed limits on digital reader boards, including a draft restriction that electronic reader board content be no more than 50% of total sign area for some sign types. "Our proposal is that you limit that down to 50% of the sign," Wes said, and staff also said the draft forbids motion pictures on sign faces and sets rules for turnover speed and brightness controls.
Commissioners asked how brightness or hazards would be determined. Wes explained enforcement would be handled by the code enforcement officer and, if unresolved, escalated through municipal court: "If it's deemed a hazard by the code enforcement officer, then it goes to me. And the property owner doesn't agree, then it just goes to municipal court," he said. The draft also gives staff more authority to remove clearly illegal bandit signs in the right of way without the prior holding procedure currently used.
