Bellaire council certifies Todd Thurber winner of May 2 special election

Clerk read precinct-level returns across early-mail, early in-person and election-day ballots and announced cumulative totals: Todd Thurber 686 votes; Shuba Gruwell 57; Kei Mei Yu 333; Kevin Newman 57; total ballots cast 1,133. After the tabulation, a council member moved to adopt an ordinance canvassing the returns; the motion was seconded and passed unanimously.
Chair opened the meeting by confirming a full council was present and turning the tabulation over to staff. The ordinance to canvass returns and declare results was introduced and approved with five members voting in favor, after which the Chair said a certificate of election would be issued to Thurber.
"We're going to be super happy to welcome Todd Thurber to the dais," the Chair said as the body moved to formalize the results. Following certification, staff presented the certificate of election that lists a term beginning 05/12/2026 and expiring January 2028.
The council's action completed the statutory canvass and formalized Thurber's election; the swearing-in followed later in the session.
