ADEM holds public hearing on proposed Grayson Carter quarry air and water permits in Tuscumbia

Alexander Chambers, the designated hearing officer for the Alabama Department of Environmental Management, opened a joint public hearing Oct. 23 in Tuscumbia on draft air permit 7010065X001 and NPDES permit AL0084523 for a proposed Grayson Carter and Son Contracting Inc. limestone quarry. Chambers explained the hearing’s purpose, how to submit written comments and where application materials and draft permits can be inspected.
ADEM air and water division staff summarized the draft permits and said the department has made preliminary determinations to issue both permits pending review of comments. Dodie Mosley, chief of the petroleum unit in ADEM’s air division, described proposed dust controls and said the facility would be treated as a minor source under state and federal rules. Robert Glover, an environmental engineering specialist in ADEM’s water division, said the draft NPDES permit would authorize treated effluent discharges from two outfalls identified as Dry Creek and Spring Creek and that the department developed the draft in coordination with applicable state and federal requirements.
The hearing record will include tonight’s oral testimony, previously submitted written comments and any additional written comments received by the close of the public comment period. After consideration of the record, ADEM will post its final permit determinations and a response to comments to the department’s e-file system.
