Jim Ramesh told the hearing that allowing an operator to monitor its own discharge is inadequate and asked for independent verification and enforceable service‑level agreements.
Other speakers noted short public notice, inconsistent disclosure of operator compliance records, and asked whether ADEM had reviewed Integra's full national compliance history or only materials the company provided. "Has ADEM reviewed their complete tracker or just what Integra chose to disclose voluntarily?" one resident asked. Commenters urged ADEM to post stricter sampling and monitoring protocols and to show that the applicant has a sustained record of compliance before issuing another permit.
