Lincoln County Assessor Shirly Abear presented a proposal to replace the county's CPT CAMA system with Vanguard to streamline property-assessment workflows and permit field-tablet access to parcel data. "A CAMA system is software used by local governments or assessors to value large numbers of properties for property tax assessment," Abear said, and she described Vanguard as a more user-friendly, point-and-click option compared with the county's current green-screen CPT product.
Abear outlined costs and options: Vanguard would be $17,202.50 per year for five years, with an optional conversion cost of $11,655; an archiving module could be purchased in year three for about $2,975. She noted some counties using CPT have implemented Vanguard and offered to provide contacts for peer reference; no decision was requested at the Nov. 4 meeting.
