City accepts $60,000 Brownfield assessment grant; Urban Renewal Agency adopts $3.86M budget

The Warrenton City Commission and the Warrenton Urban Renewal Agency approved separate financial actions aimed at site remediation and urban renewal investments.
City staff told the commission they had been awarded a $60,000 Brownfield grant from Business Oregon to fund Phase I and II assessments (and possibly remediation) at the Brownfield property across from City Hall. Staff explained that ACC Environmental has begun assessment work and that the grant would be applied to assessment costs; the grant acceptance motion carried unanimously. "We have before you an Oregon Business Development Brownfield grant in the amount of $60,000... designated specifically for a Brownfield assessment and possibly some remediation," staff said.
Separately, the Urban Renewal Agency held its budget hearing and the agency adopted a FY26'027 urban renewal budget with total appropriations of $3,856,599, which includes debt-service obligations and a debt-service reserve. Staff told the agency the budget committee had approved the plan in May and no public testimony was offered.
Commissioners asked whether the $60,000 grant is in addition to amounts already budgeted for remediation (the record showed $413,000 budgeted toward remediation and building purchase allocations). Staff noted the grant was not known at the time the budget was drafted and that any required budget adjustments would be handled in future supplemental budget actions.
