Board approves MercyOne Genesis VNA contract amendments and FY2027 public-health workplan; audit finds missing compliance language

The Clinton County Board of Health unanimously approved proposed contract amendments and the Fiscal Year 2027 Public Health Workplan for MercyOne Genesis VNA.
Michele Cullen asked the board to approve amendments that include the immunization contract for FY2027, an Emergency Preparedness contract and a Local Public Health services amendment. The board approved the package 4-0 after a motion by Don Thiltgen and second by Jenna Lovaas.
Cullen said an independent audit was triggered because Emergency Preparedness funds exceeded the audit threshold by $4,000. Auditors found no improper spending but noted the existing contract "didn't have a compliance auditing section in it," Cullen said; she will draft updated language from other contracts and work with the county attorney and budget director to issue an amendment for re-signing.
Cullen also said staff will reconvene a Community Health Needs Assessment group as part of FY2027 planning and flagged potential state-level realignment of public-health fiscal agents for FY2028. The board voted to support Cullen's request to proceed with the contract amendments and workplan.
