The finance staff told the commission the budget committee had approved the packet presented; staff noted some of the increase was tied to debt and projected capital projects. After a public hearing with no speakers, the commission moved and adopted the budget by vote.
Commissioners asked for a midyear check-in on the Capital Improvement Program and for clearer communication about rate changes tied to utility funds. Finance staff said a midyear CIP review would be scheduled and that some rate changes would be explained on the city website to reach ratepayers who pay online.
