"City is gonna have to front the money for the demolition," Crystal Mason said, noting that owners who do the work themselves can avoid a lien.
Councilmembers noted that demolition costs and limited staff capacity make it essential to prioritize truly dangerous properties and use the planning-commission process to address substandard structures first. Staff said some owners have voluntarily contracted their own demolition to avoid liens, but that funding that work at scale would be a budgetary challenge.
