Staff proposes 60-day voluntary compliance window, registration placards and July enforcement start

City staff told the council they would use public education and a two-letter notification plan to encourage voluntary compliance before enforcement begins. "Two different letters will go out... the second letter will go out to those actual vacant buildings that we've identified in that downtown core, letting them know... this is your 60 day compliance window," Crystal Mason said, describing the outreach and timing.
Councilmembers asked about placards and whether they would publicize vacancy; staff described the placard as a small notice that the building is registered with the City of Bay City and that it would include a contact number. "It's just a little one that says... this building's registered with the city of Bay City," Mason said; councilmembers said they were comfortable with a small placard rather than a large sign.
