"As she said, I'm Caleb Smith. I work at Nichols Jackson," Smith said at the start of his presentation, and then outlined the training's general scope. He framed the content as a broad overview intended to apply across the city's boards and commissions rather than a dive into board-specific rules. Mayor Pro Tem Garcia asked members to hold questions until the close to keep the session on schedule.
The training reviewed the council-manager structure of Balch Springs, how boards are appointed by council, and how each board's authority and quorum are established by charter or ordinance. Smith encouraged members to read their board-specific ordinance provisions for term lengths, qualifications and any special procedural rules.
