Staff outlines code changes: Elam Corridor mixed-use, short-term rental registration and park hours

City planning staff told the commission the next phase of zoning ordinance amendments will rezone the Elam Corridor to mixed-use so new development must adhere to recently adopted mixed-use regulations. The presentation noted the mixed-use rules were approved by council on March 9 and the rezoning piece will be brought forward to require new developments to follow those regulations.

Staff also flagged short-term rentals (Airbnb, Vrbo) and proposed adding a registration/application requirement so short-term rental operators are on a city list and subject to application conditions. "At a minimum, we just want to make sure that Airbnb's or Vrbo's short term rentals have to register," Jordan (staff) said, adding the city may add additional regulations after reviewing how other jurisdictions have managed legal conflicts. Staff cautioned that state-level rules and litigation can complicate local restrictions.

Finally, staff proposed clarifying hours of operation for parks to a specific period (proposed 6 a.m. to 8 p.m.) to provide clearer standards for events connected to FIFA activity in the DFW region. Staff indicated further code amendments and public hearings will follow.
