The Balch Springs City Council on March 9 adopted an ordinance to amend the city’s zoning text for the mixed‑use district to align zoning regulations with the Elam City Center master plan. Consultant Jason Claunch presented the amendments, which add frontage requirements, character‑area frontage maps, development standards by frontage, selected required landscaping regimes and new definitions intended to implement the vision adopted in April 2025.
Claunch told the council the text amendments are an enabling tool that will be applied to the district and then to specific parcels through routine planning processes; adopting the text does not rezone any property tonight. “Tonight is just basically adopting the text amendment itself,” Claunch said. Council opened a public hearing, received no public comment, and then voted to adopt the ordinance.
