The Balch Springs City Council authorized the city manager on March 9 to negotiate and execute a development agreement allowing Maria G. Perez and J. Isabel Perez to acquire two city lots at 11112 and 11114 Letcher Drive and build a commercial office building. Staff said the developer agreed to contribute $4,500 per lot toward acquisition and $20,000 to the Eden Road City Center master plan as part of the agreement to return the lots to the tax rolls.
Staff answered council questions about zoning and site plan requirements, confirming the property is already zoned commercial and that detailed site‑plan review would follow at the planning stage with buffering and parking standards enforced. Councilmember Gabriel spoke in support, calling the proposal “a little tight” but ultimately beneficial to the neighborhood; the motion to authorize negotiation and execution passed.
