The Balch Springs City Council meeting opened March 9 with a presentation recognizing officers and a civilian who provided life‑saving care during two separate incidents. Chief Brent Hurley detailed an August ATV crash in which Officer Frank Hernandez and civilian Diane Barker performed CPR on a passenger, Destiny, keeping her alive long enough for family to arrive; Destiny later died of her injuries. The chief also described a February shooting at a Chase Bank where Officer Josh Check and a citizen, Vania Matamoros, applied pressure and stabilized Abby Gonzalez until paramedics arrived.
Chief Hurley introduced family members and colleagues who presented service bars and letters of commendation. “Because of their actions, they provided life sustaining measures that kept Destiny alive,” Hurley said during the presentation. The meeting recessed briefly so awards and photographs could be taken and family members presented bars in the lobby following the presentation.
