Planning commission to hold public hearing on small drone 'zipping points' after regulation discussion

Planning staff briefed the Planning and Zoning Commission on small, accessory drone pickup devices — called "zipping points" by the vendor — and the commission voted unanimously to call a public hearing to consider local regulations.

A staff presenter explained that Zipline and similar companies are offering small pickup devices that allow businesses to use a larger drone hub for local customer retrievals and that, according to vendor materials, these units may not require electrical permits or structural anchoring. The presenter said, "This would allow for more businesses to utilize the drones that are charging at the Walmart site." Director Caleb Kepner added that while the Federal Aviation Administration governs flight operations, "we definitely can control the locations where they go within our community." The commission discussed whether devices should be screened behind storefronts, whether parking counts or site-plan updates should be required, and whether residential proximity or noise should be restricted.

Several commissioners urged a public hearing so residents can weigh in. One commissioner said the devices should be "a little bit more hidden" and another warned of a potential "air traffic control problem" if multiple units operate. Staff said they will prepare alternatives for screening, siting, and limited site-plan updates to present at the hearing and check code-enforcement records for any noise complaints from the existing Walmart hub. Chair moved the motion to call a public hearing and the motion passed unanimously.
